The fall finale of Chicago PD finally shed light on the person who has been blackmailing Hank Voight. Over the past few episodes, Voight had been under stress because of photos from his past that the blackmailer threatened to make public unless he complied with their demands. Soon, he got into an investigation himself to uncover the sender and managed to find the culprit.

Who was blackmailing Voight in Chicago PD Season 13?
Internal Affairs District Commander Devlin was revealed to be Voight’s blackmailer in Chicago PD Season 13.
The story of Voight getting blackmailed on the Chicago PD continued when Trudy Platt delivered an envelope to him. Inside were two pictures, one from his childhood. The message demanded that Voight resign, or the picture would be made public. A second image in the package showed his father, Richard Voight, and the line read, “Your father, the abuser.”
Internal Affairs District Commander Devlin was soon found as the person who had sent him that mail.
Earlier, when Voight took it upon himself to uncover the true identity of the blackmailer, he sent Trudy to track the courier. She came across a young messenger named Luke who remembered the client and described him as a well-dressed white man in his 50s or 60s. Voight then followed the lead himself and staked out at the Chicago PD building to find his blackmailer. When he dialed the number that Luke had given him, it rang on Devlin’s secret burner phone.
As for why Devlin was blackmailing Voight on the Chicago PD, it turns out there is a history between the two characters. The latter had pushed Devlin to reinstate the Intelligence Unit after uncovering compromising details about his past. Voight was the one who had initially threatened his blackmailer with making the compromising details public. And now, Devlin was hitting back.
